The Director of Inspections will perform administrative, supervisory, and technical work in Alamance County Inspections Department. The Director of Inspections supervises code inspectors as they inspect buildings under construction, alteration, or repair to assure that standards are met as to safety and zoning(when applicable), structural safety and adequacy and correctness of electrical wiring and installation according to North Carolina Building Code. The qualified candidate will follow established codes, laws, and regulations in carrying out duties, and is required to exercise considerable tact in dealing with contractors, property owners, and the public. Areas of responsibility will include, but not limited to the following: Directs and coordinates the activities of the department; Plans work as necessary for those whose functions do not follow standard daily practices; Prepares budget estimates for the department and departmental budget preparation; Administers the expenditures of allotted funds; Trains and develops staff; Reviews reports submitted by subordinates; Estimates material and equipment needs and takes appropriate action to meet the needs; Provides and directs periodic inspections of work activities to insure compliance with instructions and improve operating efficiency; Participates in the writing and revision of county codes and regulations pertaining to building construction; Conducts presentations to local agencies, organizations, and associations; and performs other duties as directed by the County Manager.

Minimum Education and Experience Requirements:
The qualified candidates must have extensive knowledge of all local, state, and national ordinances and codes administered by the county Inspections Department. The candidate must possess extensive knowledge of installation of plumbing, heating and electrical facilities, and the ability to interpret blueprints, specifications and building codes. Candidate must have extensive knowledge of approved methods, practices, materials and equipment used in building construction. As well as the ability to make sound decisions based on experience and training in directing activities of the department is essential.
Chosen candidate must have the ability to establish and maintain effective working relationships with other employees. The ability to deal tactfully and effectively with contractors, engineers, property owners and the general public is a must. The Selection Process
The process begins with a complete evaluation of the applications submitted. The primary responsibilities of this position are to review plans, conduct building, plumbing, electrical, mechanical and fire inspections - including school and commercial construction inspections and semiannual school inspections - and undertake other activities associated with enforcing building codes relating to the construction, alteration and installation of buildings and other structures. Minimum education and experience requirements are any combination of education and experience equivalent to graduation from high school supplemented by 4 years of coursework or experience in building code inspections and enforcement, construction management or closely related field.

Special requirements are possession of North Carolina Standard Level III certificates in at least one trade area (building, electrical, plumbing, mechanical or fire), Level II certificates in at least two trade areas, and Level I certificates in all trade areas, and the ability to obtain Level III certificates in all trade areas within the first two years of employment.

Plans and conducts a program of reducing fire hazards by securing compliance with State and local laws, codes, rules, and regulations. Conducts fire and safety inspections of businesses, commercial and industrial buildings, schools, day care centers, nursing homes, and places of public assembly for existing or potential fire hazards; completes forms listing problems and code references; discusses with property owner. Conducts follow-up inspections to ensure that deficient conditions are corrected; prepares and submits reports of deficiencies. Instructs various segments of the community on fire safety through education of the existing codes, laws and regulations; issues permits and maintains all associated records. The Fire Marshal will perform specialized administrative and supervisory work in directing the Alamance County Fire Marshal’s Office and Emergency Management Program. The Fire Marshall is responsible for the development and implementation of a comprehensive fire service and emergency management program for the county.  The qualified candidate will serve as liaison with local, state, and federal agencies with organizations and volunteer groups and with business and industry in the development and administration of both programs. Qualifications: The qualified candidate must have extensive knowledge of standard fire service objectives and standard emergency management measures, principles, methods, and procedures. The candidate must possess extensive knowledge of the geography and physical layout of Alamance County. Candidate must have considerable knowledge of communications equipment and systems used in Alamance County Fire Services and Emergency Management and the ability to effectively operate EM2000 program in conjunction with the State EOC. The ability to develop detailed plans for Emergency Management operations is essential. As well as the ability to instruct local fire administrators on the requirements and required paperwork and equipment for obtaining ISO inspections and lowering their respective district ratings. Chosen candidate must have the ability to effectively write and obtain grants for fire services, emergency management and homeland security. An employee in this position performs inspection work in enforcing compliance with the N.C. State Building Code Ordinances pertaining to general building construction, alterations or repairs, and electrical and plumbing installations. The employee is also responsible for enforcing the Town of Beech Mountain Code of Ordinances in coordination with the Director of Planning. Work involves examining construction plans and specifications, inspecting new and existing buildings, and enforcing the provisions of the planning and zoning ordinance. Work is performed independently subject to periodic review. The employee shall exercise considerable initiative in coordinating a daily schedule to complete assignments.

The successful applicant will have at least a Level I Certification in building, mechanical, plumbing, and electrical inspections from the NC Code Qualifications Board with the ability to obtain a Level II probationary certification. The successful application will have at least a high school diploma in addition to the above mentioned certifications. Minimum Requirements: 4 years of experience in approving plans and making inspections of a wide variety and types of larger sizes of building projects, including experience in construction or in a trade, working under a certified Inspector III, a licensed architect or engineer, or an unlimited licensed contractor, with at least 1 year in responsible charge of a wide variety of types and larger sizes of buildings in the assigned area, to perform inspections as approved by the NC Code Officials Qualification Board. Position Duties: Inspects a wide variety of new and existing buildings to ensure conformity with approved plans, compliance with minimum safety standards and requirements for construction methods and materials; identifies conditions and notifies appropriate individuals. Confers with and interprets code requirements for contractors, engineers, architects, and property owners. Issues official notices when code requirements are found to be in violation.

Works within level of certification to inspect residential, commercial and industrial new construction and renovations for compliance with building, electrical, plumbing, and mechanical codes. Enforces state and local building codes; advises contractors in interpreting and applying code regulations; maintains records of inspections and prepares necessary reports; reviews and studies building code regulations to stay informed of changes in codes and ordinances.
